IELTS Requirements for Australia Visas and Migration

TL;DR

Home Affairs recognizes five English levels for Australian visas: Functional, Vocational, Competent, Proficient and Superior. Skilled visas use the top three: 6.0 in each IELTS component for Competent, 7.0 for Proficient, 8.0 for Superior. They are worth 0, 10 and 20 points on the points test.

IELTS Requirements for Australia Visas and Migration

Australia does not set one English score for every visa. The Department of Home Affairs recognizes five English levels: Functional, Vocational, Competent, Proficient and Superior English. Skilled visas run on the top three, each tied to a fixed IELTS band and a points value. Functional English covers other categories, including the English language commitment attached to partner visa applications, and Vocational English applies to subclass 482 and other work visas. Student visas sit outside the level system and run on their own overall band table.

This guide walks through each level, the student visa bands, how IELTS Academic and General Training are recognized, and how long a result stays valid. Every figure below comes from an official Home Affairs page, linked at the point it is used. Home Affairs revises these tables, so treat the linked page as the final word on the day you apply.

Skilled Migration English Tiers and Points Values

Skilled visas such as subclasses 189, 190, 491 and 494 use three English tiers. Each tier needs the stated IELTS band in all four components: Listening, Reading, Writing and Speaking. One low component fails the whole tier, even when your other three scores sit well above it. Home Affairs lists IELTS Academic and IELTS General Training with identical numbers at every tier.

The table below maps each tier to its IELTS band and its value on the skilled migration points test.

Competent English is the minimum level for these skilled visas and earns no points on its own. The points table for the Skilled Independent visa (subclass 189) sets the same 0, 10 and 20 values for the three tiers. A higher tier raises your total on the points test by the fixed amount in the table above.

Set your target tier before you book a test. Lifting every component from 7.0 to 8.0 is a large jump in preparation time, and it is worth planning around rather than attempting on a first sitting. Student Visa (Subclass 500) English Requirements

The Student visa works on your overall IELTS band, not on a floor in each component. Home Affairs asks for an overall 6.0 for direct entry to your main course of study, with no English study packaged in front of it. Lower overall bands are accepted when you enrol in packaged English study first, and the required band drops as the packaged study gets longer. IELTS Academic and IELTS General Training carry identical numbers here.

These bands apply to tests taken on or after 7 August 2025. The packaged-study figures are set by the Migration (English Language Tests and Evidence Exemptions for Subclass 500 (Student) Visas) Instrument 2025, the legislative instrument referenced from the Gather Documents step of the Subclass 500 Student visa page. Open the instrument itself and read the current bands before you book, since the instrument, not the visa page summary, is the binding text.

Packaged English Study Pathway

The week counts are minimums, not averages. Enrolling in at least 10 weeks of English Language Intensive Courses for Overseas Students (ELICOS) alongside your principal course sets your required IELTS score at 5.5, and at least 20 weeks sets it at 5.0. The 5.5 figure applies to a Foundation (Standard or Extended) program or an eligible Pathway program as well. Both the week counts and the list of eligible Pathway programs sit in the Migration (English Language Tests and Evidence Exemptions for Subclass 500 (Student) Visas) Instrument 2025, linked from the Subclass 500 Student visa page. Check your provider's offer letter against the instrument, since the packaged weeks have to appear on your enrolment.

When No Test Score Is Needed

Several exemptions remove the test entirely. Home Affairs lists these among the Student visa English language evidence exemptions:

You are a citizen and passport holder of the United Kingdom, the United States, Canada, New Zealand or the Republic of Ireland
Your principal course is a registered school course
Your principal course is a standalone ELICOS
Your principal course is a registered postgraduate research course
Your principal course is registered and delivered in a language other than English
You completed at least 5 years of study in English in Australia, the United Kingdom, the United States, Canada, New Zealand, South Africa or the Republic of Ireland
You are a Foreign Affairs or Defence sponsored student, or a secondary exchange student holding an AASES form

An exemption is not a guarantee of silence from Home Affairs. The department is allowed to ask for evidence of your English skills at any point while your application is processed, even where the Document Checklist tool showed none was needed at lodgement. Student visa test timing also differs from the skilled visa rule. A Regular Evidence level applicant must have sat the test within the 2 years before lodging, and a Streamlined Evidence level applicant within the 2 years before the decision when Home Affairs requests evidence.

Partner Visas and Other Categories

Partner visas run in two stages. Onshore applicants hold the temporary Partner visa (subclass 820) while the permanent Partner visa (subclass 801) is decided. Offshore applicants hold the provisional Partner visa (subclass 309) before the permanent Partner visa (subclass 100). None of these four subclasses uses the Competent, Proficient or Superior bands.

Functional English is the tier behind the English language commitment for a partner visa applicant or sponsor. It is the lowest recognized level, and it works on an average rather than a floor in each component. An average IELTS band of 4.5 across Listening, Reading, Writing and Speaking meets it. A Functional English result is accepted for 12 months before your visa application date, a far shorter window than the 3 years allowed at the three skilled tiers.

A test score is one of several accepted proofs. Home Affairs accepts any one of the following as evidence of Functional English:

A valid passport showing citizenship of Canada, New Zealand, the Republic of Ireland, the United Kingdom or the United States
A degree, higher degree, diploma or trade certificate from an institution inside or outside Australia, where the award needed at least 2 years of full-time study or training and all instruction was in English
All years of primary school plus at least 3 years of secondary school where all instruction was in English
At least 5 years of secondary school where all instruction was in English
At least 1 year of full-time study, or the part-time equivalent, towards a degree, higher degree, diploma or associate diploma at an Australian institution where all instruction was in English
An average IELTS band of at least 4.5 from a test sat in the 12 months before your application

The average rule gives you room a per-component tier does not. A 4.0 in Writing still clears Functional English alongside 5.0 in Listening, Reading and Speaking, since the average lands at 4.75. Aim a full band above the minimum so one weak section on the day does not sink the average.

Vocational English for Work Visas

Vocational English is a fifth level in the Home Affairs system, used for subclass 482 and other work visas. Neither the partner visa commitment nor the skilled migration points test uses it, so most readers of this guide meet it only when they move onto an employer-sponsored visa. Home Affairs publishes the accepted IELTS band for Vocational English, plus the equivalent scores for the other approved tests, on its dedicated Vocational English page.

Read the band on the official page before you book a test, then confirm it against the page for your visa subclass. The figure sits there rather than here, so you always work from the version in force on the day you apply.

How Home Affairs Recognizes IELTS Academic and General Training

Home Affairs treats IELTS Academic and IELTS General Training as equivalent for the Competent, Proficient, Superior and Functional English tiers. The score tables on each tier page list both modules with identical numbers. Results including the One Skill Retake (OSR) are accepted for eligible visas, and each visa page states whether the OSR applies. Home Affairs does not restrict your module choice by visa type.

A university, not Home Affairs, is the usual reason you need IELTS Academic specifically. Course admission rules sit separately from the visa rule, and an admission band is often higher than the visa band. Sit the module your course demands, since it satisfies the visa tier either way. Test Validity and Accepted Tests

Home Affairs sets the validity window by tier, counted back from your visa application date. A result outside its window is rejected as evidence, so book with enough runway for one retake. Student visa applicants work to the separate 2 year window described above.

The table below shows the standard windows for the four skilled and general levels: Competent, Proficient, Superior and Functional English. Vocational English has its own page, linked in the section above.

A transitional rule covers older certificates. Home Affairs states results from a test taken on or before 6 August 2025 remain usable as evidence until 6 August 2028 inclusive for Competent, Proficient and Superior English, depending on the visa. The Functional English page set a shorter transitional cut-off for results at the lowest level, and the window closed on 6 August 2026, so an old Functional English certificate no longer works. Read the level page matching your visa before you count on a certificate from an older sitting.

In-Person Testing Only

From 7 August 2025, Home Affairs only accepts English test results from a secure test centre. Remote-proctored and at-home deliveries no longer satisfy a visa English requirement. IELTS Online is named on the rejected list, alongside CELPIP Online, LANGUAGECERT Academic Online, MET Digital taken at home, OET@Home and TOEFL iBT Home Edition. Accepted English Tests

The same rule change expanded the approved list for Australian visa purposes from 5 to 9. For tests taken on or after 7 August 2025, Home Affairs accepts scores from these nine tests when sat at a secure test centre:

The earlier list held five tests: Cambridge English (CAE), IELTS, PTE Academic, OET and TOEFL iBT. TOEFL iBT now carries an extra registration step of its own, separate from the 7 August 2025 changes. From 21 January 2026, the TOEFL iBT for Australia version from ETS, also written as TOEFL Australia, is the only TOEFL Home Affairs accepts. Book the Australia version by name, since a standard TOEFL iBT registration does not meet the Home Affairs English language requirement.
