IELTS for Canada Immigration: CLB Score Mapping

Canada does not score your IELTS bands directly. Immigration, Refugees and Citizenship Canada (IRCC) converts your Listening, Reading, Writing and Speaking bands into Canadian Language Benchmark (CLB) levels. Every eligibility rule and points table in Express Entry runs on CLB, not on raw IELTS numbers. A band of 6.5 means nothing to an immigration officer until it becomes a CLB level.

This guide gives you the full band-to-CLB conversion table, the CLB minimums for the three main Express Entry programs, and how your CLB level turns into Comprehensive Ranking System (CRS) points. Use it to work backward from the CLB level you need to the IELTS band you have to hit. Why IELTS General Training Is the Standard Test

For Express Entry, IRCC accepts three English tests: CELPIP-General, IELTS General Training and PTE Core. IELTS Academic is not accepted, and IELTS One Skill Retake is not accepted either. If you already hold an IELTS Academic report from a university application, it will not count toward your immigration application.

This distinction trips up a lot of applicants who take IELTS for a study permit first and assume the same report works for permanent residence. It does not. Confirm you are booking the General Training version before you register, since the reading and writing content differs from Academic.

Band-to-CLB Conversion Table

The table below maps each IELTS General Training band, per skill, to a CLB level, and it covers CLB 4 through CLB 12. These figures come from the IELTS to CLB calculator published by British Council Canada, a test-provider page rather than an IRCC page. IRCC publishes the official equivalency chart on canada.ca, so confirm any row you depend on there before you file. The CLB 4 Reading value needs extra care, since test-provider pages disagree between 3.0 and 3.5, and an application resting on CLB 4 Reading should be checked against canada.ca first.

Each skill converts on its own scale. A Listening band of 7.5 lands at CLB 8, while a Reading band of 6.5 also lands at CLB 8, so the same benchmark demands a full band more in Listening than in Reading. Check every skill against its own column instead of assuming your overall band equals your CLB level. Your overall IELTS average plays no part in the conversion at all.

Reading Which Row Applies to You

Your CLB level for an ability is the highest row whose listed band your score meets or beats. If your Writing band is 6.5, the table lists 6.0 for CLB 7 and 6.5 for CLB 8, so your Writing sits at CLB 8. Read your score report line by line and convert all four bands one at a time. Each ability is checked against the minimum separately, so your weakest ability decides eligibility.

Minimum CLB Thresholds for Express Entry Programs

Express Entry runs three main programs, and each sets its own minimum CLB requirement. Falling below the threshold in even one ability makes you ineligible for the program in question, regardless of how high your other scores are. The minimums below apply per ability, never as an average across the four skills.

• Federal Skilled Worker Program (FSWP): CLB 7 in all four abilities. A single ability below CLB 7 disqualifies the application.
• Federal Skilled Trades Program (FSTP): CLB 5 in Speaking and Listening, CLB 4 in Reading and Writing.
• Canadian Experience Class (CEC), NOC TEER 0 or 1 occupations: CLB 7 in all four abilities.
• Canadian Experience Class (CEC), NOC TEER 2 or 3 occupations: CLB 5 in all four abilities.

Provincial Nominee Programs also set language requirements, but these vary by province and by stream. No single national CLB number applies across them. Check the specific provincial stream page directly instead of assuming the federal thresholds carry over. The figures above were confirmed only for the three federal Express Entry programs.

How CLB Affects Your CRS Points

Your CLB level in each of the four abilities feeds directly into your Comprehensive Ranking System score. IRCC publishes separate point tables for your first official language and, if you sit a second test, your second official language. Points are awarded per ability rather than as one lump sum for language, so a weak skill costs you points without ending your application.

The first official language table below gives the points earned per ability at each CLB level. The column you read depends on whether a spouse or common-law partner is included in your application. The maximum across all four abilities is 136 without a spouse and 128 with one.

Each row applies once per ability, so your first-language score is the sum of four separate lookups, one each for Listening, Reading, Writing and Speaking. Moving a single ability from CLB 6 to CLB 7 adds 8 points without a spouse, going from 9 to 17. The same move with a spouse included adds 8 points as well, going from 8 to 16. The step from CLB 8 to CLB 9 is worth another 8 points per ability without a spouse.

Second Official Language Points

If you also submit a French test, IRCC scores it as your second official language on a much smaller scale. The points below apply per ability, the same way the first-language table does. Anything at CLB 4 or below earns nothing.

The maximum for second official language points is 24 without a spouse or common-law partner, and 22 with one included in the application. Set against a first-language maximum of 136, a French test is a top-up rather than a route to a competitive score on its own. Fix your English abilities first, then treat a second language as extra points.

IELTS Validity Period for Immigration Applications

Your IELTS results are valid for 2 years from the test date for immigration purposes. The window is checked at two separate points: when you create or update your Express Entry profile, and again when you submit your permanent residence application after an invitation. Both checks apply the same 2 year rule. Passing the first check does not excuse you from the second.

If your result expires between these two points, your application becomes invalid, even though it was valid when you first entered your profile. Invitations arrive on the IRCC draw schedule, not on yours, so a report taken close to the limit leaves you exposed. Plan your test date so the report stays current through both your profile submission and your expected application date. Retest early if your first result sits near the 2 year mark.

• Results must be under 2 years old when you submit your Express Entry profile.
• Results must also still be under 2 years old when you submit your permanent residence application.
• An expired result at either stage voids this part of your application.

IRCC updates its tables and program requirements periodically, and a figure correct at publication is not automatically correct on your filing date.
